In some circles there are "right" zip codes to live in, but I think this guy is being given bad advice.
You can make better contacts/networking belonging to clubs and organizations than from physical proximity. Before the two cities got gentrified, Jersey City and Hoboken were where a lot of NY young professionals lived. Much less expensive than the city, with close to the same level of proximity.

Depending on what your goals are and how you make/plan to make money, this actually does make sense. Just depends on the type of crowd you need to network with.
