Let me propose this scenario.

Let's say that you ask a female neighbor that you trust to watch your 7 year old son for a couple hours every now and again.

She says "He had to when I'm not wearing a shirt."

It really doesn’t. But it does make sense within the context of how boobs became policed in modern society.

It’s also an interesting case study in how men became socialized into rape culture in modern society.
