Just wondering if this is one of those "we will cross that bridge when we get to it decisions" and the deadline is set to make sure it gets done in a timely manner. I would hope that as they observe the recount up to the deadline, assuming shyt in the court is on the up and up, they see that based on what has been counted so far, an extension is reasonable.
