Get a PC..shyt..u could get a gtx 760...a nice motherboard..case..since ur on a budget get an amd 8 core cpu like an 8350 or somethin....600-650 watt psu and a 1TB hdd for around that price..and it will be stronger than an XboxOne for sure..
Xbox One if my budget was $650. A gaming PC should supplement consoles not replace them.

$650 can get you a decent computer that will run most current and in the near future games at medium-high settings at 60 fps.
