Gotta remember he's a slow starter and takes a while to reach his top speed and the 40 yard dash is all about acceleration and NOT top speed.
If dude was given a running start to accelerate then asked to sprint 40 yards he'd obviously run a sub 4 time.

Bolt's 40 would probably be mediocre. He's not a guy with incredible initial acceleration. And that's really all the 40 tests. Initial acceleration over a short distance.
What makes Bolt godly isn't his initial acceleration. Its the fact he doesn't stop accelerating.
If you watch his races, several guys are always ahead of him the first 35-40 meters (which is equivalent to 40 yards). What makes him special is by the time its 50m and everyone else is slowing down, he keeps getting faster. His speed would never show up in a 40 yard dash.
