The south, Pacific Northwest, and midewest kept mob music selling all them cats went gold or platinum, and everytime you would visit either major cities in those regions I guarantee you one of those artist was in rotation.

Both are hot beds of the black owned independent rap label hustle...people are saying "the bay ain't had nobody really blow since E40"...but even to this day you got this Sage The Gemini dude...a cat from the Bay who I never heard of a day in my god given life...till one day I notice his name with multiple hit records on the chart at this very moment
These sh!ts have like 11million views a piece and have been on the Billboard chart for months
...they just recently signed a deal for major distribution, but these tracks blew up independently
I think both developed the independent rap hustle out of a perfect combination of necessity (no access to major labels) and demand (huge local rap scenes in places like N.O., Houston, The Bay Area)...if I had to say who did it best, I give the nod to New Orleans...IMO Cash Money is the GOAT black own independently owned rap label and when you add No Limit's run it becomes a no brainer...you got two separate entities that went from out the trunk operations to multi-hundred million dollar empires, one of which has been a major force in the industry going on 15 years straight now...and that's not even accounting for the likes of 90's labels like Big Boy Records...can't ever front on the Bay or Houston in that regard though either
