The way Bret Hart will tell it is it started out as a low blow, then the backstage politics had him change it because the other wrestlers felt threatened by the next level ninja sneakiness of "real" wrestlers, not ones that had to crotch chops to win matches.

As far as influence he's done so much. You already mentioned the effect he had steve and shawn.

He also was the catalyst behind Taker's turn from just a monster with a basic move set, to a great worker.

Savage based his WM 3 match after him and dynamite.

Plus he helped popularize both the ladder and iron man match.

So either we're gonna be consistent, or we'll just accept that a low blow fukks everything up and is one of the most effective attacks in the world.
