Nah, I don't see a case for suing the state here. The 2.6 million that she is being forced to pay is 750,000 for the initial settlement she received because she also sued the school district when he first went to jail. so its 750,000 plus court related fees and then another million in punitive damages. The judgment allows the district to get the money back through her property and future wages. But from what I see, it doesn't look like this money is going to the dude at at all. It looks like this is the district bringing up charges against her to get its money back. This claim isn't on his behalf or being initiated by him from what I just read (which is admittedly very little detail).
I have no idea why she's not facing criminal, but maybe the statute of limitations expired. She probably waited until they expired before she said anything. Again, I haven't read the facts of the case.
