The system is working perfectly. Police working in concert with prosectors, lawmakers, prison adminstration, and corporate interests.
Here's how it works:
The police round up vulnerable, often unemployed black folk and other impoverished minorities.
Next, the prosectors throw the book at them and condemn them to long sentences. Mandatory long sentences are imposed and written into law by 'our' elected representatives.
Next, the prison administrators put them to work, for pennies on the dollar, to perform free labor for major US corporations.
The prosecutors, using their henchmen, the pigs, guarantee to private prison officials that their prisons will remain at 70% capacity.
