Almost every major bank and financial institution was literally on the brink of failure not just in the US but because these banks are worldwide would have impacted everybody across the globe.
People lost most of their retirement savings being invested in institutions like those and institutions literally weren't sure if they had enough liquidity to run week by week.
The bail out gave investors belief that the firms could survive and people began to invest again in financial securities and the financial system.
We do have stagnation now but that is because the economy is maxed out. The 8 year Obama administration literally has the highest return ever for the stock market for all presidents.
The bail out was the right move, overegulation after the fact was probably not.
