He could've started finding solutions to police brutality, unfair prison sentencing, providing incentives and/or tax cuts to businesses to hire men with criminal records, incentives to hire minorities, implementing green initiatives in inner cities, invested in infrastructure (i.e. skill training centers) in inner cities, proposed tariffs on businesses who manufacture overseas (an idea Trump stole from Bernie Sanders), decriminalized drug usage and instituted policies that rehabilitated drug users (something cacs are trying to push for their addicted children), programs to push STEM initiatives to black children. Those are just ideas. But anything in that would have directly targeted and benefited blacks (and Hispanics to a smaller extent) would have been a start.
