Forced all these apartment landlords/owners to have shyt fixed immediately or everyone rent will not be required for the following month

In Illinois, tenants can have their rent held in escrow via the courts until habitability concerns are resolved/repairs are made.

Hopefully, this applies in their state. If so, they should certainly go this route.
