Chinese and Korean companies are all over Mexico, Costa Rica, Haiti and Guatemala doing business. And big business too like government projects like infrastructure development. The American, Canadian, French and British companies used to eat good in those regions until they wore out their welcome over time by fukking people over. I know because i worked with these locals side by side for almost 2 years. I lived in Costa Rica for 8 months during that time. You're forgetting i worked in Costa-Rica between 2010 and 2012 with one of my company's partners (Huawei) a chinese company, for the expansion of ICE Costa-Rica (local electrical & phone company). THEY DO HIRE LOCALS. Some of them are my best friends.

We worked together. Partied together. Played soccer together. Still chat. Even went back on my own dime to one's wedding. As a matter of fact I'm heading to Costa Rica on May 3rd to hang out with some of them.
Typical american dude like you read your Wall Street Journals and watch CNN and Fox News and THINK you know what goes on everywhere.

Edit: The only place where i saw a chinese company in Costa Rica that didn't have locals working was the construction of the Stadium (i was there during the construction and was at the inaugural game). I assume that was because the Stadium was a GIFT from the Chinese government to Costa-Rica. There, yes, all chinese workers.

What they are doing in Jamaica is not this, they are turning it into a shipping hub and bring in there own Chinese to run and do everything on the island they are clearing out and Jamaicans are not going to get work. It was a big thing a couple years ago when they announced plans.
