Regardless, I'd still say the chances of contamination between horse meat and beef would be minimal.
But I completely understand what you're saying, it would probably be more likely that beef and pork cross contamination happens more frequently in the US given consumption which seems far more egregious given the various dietary restrictions of pork based on religion.
