Thats the thing I would argue Nigeria doesn't have a real govt, just a group of folks waiting their turn to loot the country. This is why you see Nigerians pretty much spamming the world because it is a failed state. Like their situation isn't the usual "damn bills tight, man this politician is dumb, but shyt at least I can sleep and enjoy my day off with friends and fam", they a step below that but for the population they have the is unacceptable if that makes sense.

To your point CULTURALLY Nigerian tribes tend to on avg have solid foundations on education and intelligence (but there are some you can say or obsessed with wealth to the point is toxic which gets us to the environment where people rather use their smarts for quick money/looting). So it's like, it isn't like they were robbed of their culture OR they don't have resources thus they can't even figure out a way to build an economy. Nigerians tend to do well legally or illegally where every they go, which is what makes their situation more WTF than the typical nation with extreme poverty.

You look at India or Brazil for example, on paper because the population is so large you can't ignore the poverty situation BUT all things considered they have at least enough order where most city centers are functional.
