This is patently untrue. A 'certified' vehicle has to be reconditioned to manufacturers standards (which is checked on by techs who work for the manufacturer). Also it gives you an extension of the original factory warranty. In this guys case, just had a comeup, he can sue the dealer for not handling the recall and get his loan + gap insurance wiped out. So basically he's gonna get his old car bought out and he's probably walking away with 50k at least.

The warranty is the only positive to getting a CPO. They will barely do anything to the car, or in a lot cases are cars off of lease so there's not much to do to them anyway.

Depending on the manufacturer cars undergo anywhere from a 100-300 point inspection which they have to sign off on and is vetted by a factory tech. I know this specifically because I bought a certified Pre-Owned Infiniti. When I did the paperwork one of the things I had to sign off on was a CPO checklist that shows the inspection and what items are checked. I got the car and the brakes were worn down beyond what was acceptable by the manufacturer, I called them on it and they had to replace the brakes free of charge. The dealerships would rather do the work prior to buying the car because the labor is reimbursed to them by the manufacturer in a lot of cases. There is a reason CPO cars cost more and it's not just the warranty, there is usually some shop work that goes into them, especially in the case of Luxury automobiles and believe it or not Fords.
