Multiple people chasing him had guns, but if you fire a handgun while running, and trying to hit someone else running on a crowded street, then you're a fukking idiot. You are WAY more likely to catch someone with a stray than you are going to hit the guy you're aiming at.

And the first shot was at a car dealership, so I don't think most of the people chasing him had actually seen him fire or knew the circumstances. There were just a bunch of folk in the crowd yelling, "He shot someone! He shot someone!" and other people took action.
