I thought everyone knew that South Park was a way for white people to make fun of white people

The creators of the game actually make it "harder" to be a black character. That forces the following narrative:
Serious white gamers now have to pause and think "do I want to be black and challenge myself to the max, or be a white guy and get an easier go."
which (unless you're a completely obtuse racist already) is going to get the average serious white gamer to think about skin color vs. privilege for a second. If police brutality etc. don't resonate to those white gamers, seeing a game where you have to be black and make less money, have a harder time than the white characters etc. is an attempt at the creators to put a bit of social context within an otherwise meaningless interaction (creating and playing as a video game character).
It's social commentary. It's no different (other than the voice not being black...although we have no information as to whether or not the game dev was actually black) than a black comedian making fun of his upbringing being really hard.
If a white comedian says "man being white is easy...I feel like I have the cheat code because my skin color is light...black people have it more difficult than I do and I acknowledge that" They aren't saying ANYTHING NEGATIVE about black people. They are FULLY acknowledging the struggles that we deal with day to day, comparing it to their privilege. That is what this video game is trying to do.
Having Cartman say "Black people are thieves" is fyckin stupid ass silly South Park humor. They also showed Cartman pretending his hand was Jennifer Lopez and ended up giving Ben Afleck a handjob. They also showed Cartman as a robot in a ruse gone too far and he ended up in front of white executives who asked if he was a "pleasure- bot" and ended up raping him. They call each other "uncle fyckers" It's sick. It's twisted. It's not meant to be taken any more seriously than any other type of off the wall humor.
