Similar to ceviche there are several ingredients with vinegar in it that act as natural antibiotic agents(tartare)
Ground beef regularly is made of different cows/parts. Minced sirloin at least is from the same cut, so it’s less likely to be contaminated
I actually watched an episode of wife swap with a white family from a farm who only ate raw chicken and yogurt and the black family was from a typical town
When the black wife fed cooked food to the white family they ironically all got sick
