Police chases are a bad idea 99% of the time. Unless there's an active kidnapping at gunpoint incident - there's no reason for a high-speed chase.

The LAPD claims they weren't actively chasing him; they were "tracking" him via helicopter, but no hot pursuit.

Because of their intricate road ways. The local roads join the main highways so flawlessly. LA brehs can hopefully give us a more detailed explanation. Also it is the only place where highspeed chases are televised.

Honestly if I lived in LA I would watch highspeed chases live all day.
