This is normal in third world countries.

Goons making street kids and homeless beg for change and at the end of the day, whoever is running it, gives them food and a place to sleep.

If y'all ever travel to poor countries, never give those beggers money. If you feel bad, cop them some food from a street vendor.

Yep, I noticed it when i was in Brazil. They even had the "goons" obviously keeping an eye on them.
