To be fair I think someone addressed this in another thread about everyone's favorite whipping post, Chicago. There are actually a lot of unsolved murderers and people in Chicago in particularly walking around with bodies on them. I'm sure there are some people who know about it but don't say anything to anyone.

So it's not always the case they go to jail.
