Cam'Ron And Dame ...why did they not start up or continue the ROC after Jay left?

Cam, Jimmy, L's, Stack Bundles, Max B. They had enough talent to keep the Roc going, and they would have brought in new artists of course.

Jay was a dikkhead taking the Rocafella name considering he did nothing with it in hindsight.
