Answer is yes but racism without power boils down to a preference. What I mean is racism only works when you are in a position of peer to institutionalize it like the whites have done. So for example I have trouble hailing a NYC taxi not because the driver is racist but cause the racism is institutionalized that a black man makes a bad passenger even when he is dressed in business attire.
