how are you an adult without a license?
bytch I've been in the process of getting my Ls.
Plus its more convenient to take the L to work and school than to drive anyway.

I just turned 30 and have never had a license. nikka got a permit and was like "

I got pulled over 3x with a permit before I was asked about it. By then I was 21 and was like "
...officer I'm 21, I can just go GET a license, why would I have a permit? They just messed up when they sent me my new card.

If your doing the title i think hand over hand then it's on you. The cops catch you without Insurance they can do some ticket damage or idk digg deeper but if you dont have a license that's like arrested or some shyt like that. You not gonna operate a motor vehicle while being black without a license especially in nyc. or if they is nice or let you off you'll probably have to get someone you know that can drive you with a license i think. IDK ive never driven without a license or insurance. the cops aint arresting my black ass for no reason!

Yes. In a casual sale of a vehicle, the owner can sell you his car. Give you the title and write out a bill of sale.
You own the car. You can go to a DMV and get the title transferred to your name. I think you can register a car too without a license. Check with your DMV on that. If you don't have a license because it is suspended or revoked, they may prevent your from registering your car. There may be another form in order to get the title transferred to your name without registration.

If you're financing the car, you definitely need a driver's license.
If it's a private party sale, you might have an issue getting the title transferred without a license.
They might put you on the title but not complete the registration until you pass the drivers exams.
