I would recommend a upgrade to new laptop
I am not sure but if I had to take a wild guess I'd say no. Laptops generally can not be upgraded much outside of RAM and maybe an external video card if you feel like going through the fukkery of setting the crap up and even then most laptops would not be able to manage this in regards to the video card (to my knowledge)...
You could, just look for the i cpus that can be put in a PGA988, or socket G1.

Yes you can, as long the socket on your Mobo supports it. But why go through all the trouble of upgrading CPUs, why not get a new core i7 laptop for 600-650??
