I suggest you see the movie though, it's really good; Spike Lee makes good films.

She's a desperate crackhead.
And I'll drop a couple of spoilers. They're not big spoilers tho, just part of the plot really.
That guy's brother is a crackhead too with a crackhead girlfriend so he really hates to see what that drug does to people. He's also got a daughter so I imagine he would hate to see his daughter become that.
U should watch Jungle Fever tho. Its my favorite Spike Lee movie. It's been one of my favorite flicks since I 1st saw it in the late 90s.
Why? Spike was on fire back in the late 80s/early 90s....School Daze, do the right thing, mo better blues, jungle fever, Malcolm X, Crooklyn, and Clockers rank up there w/ any directorial run in cinema history. They all range from very good to classic. Id slot jungle fever right underneath Malcolm and Do the right thing. That was the period where spike really hit his stride as a director. Its a great film.

...and some have said that the girl was an age-progession of what his daughter looked like. So essentially, he was envisioning his daughter coming up to him on the street to offer to suck his thang-thang.
Because the girl was a prostitute engaging in sexual acts to have money for drugs, Wesley Snipes had also just had a heated exchange with his drug addict brother in the movie who was killed by their father. So he saw firsthand what it does to people and how it damages society.
He also imagines it could be his daughter because earlier in the film the same chick in that scene approached him while with his daughter with the same proposition and it clearly upset him.
At the same time it's implied that he's conflicted about what to do because the man part of him wants her to suck his dikk. But his dikk was what got him into trouble in the movie in the first place once he decided to sleep with the white woman at the office.

This is the right answer. I don't know what the fukk the rest of yall are talking about. Earlier in the movie when he was walking his daughter to school they walked by a crackhead who said let me suck yo dikk. He told his daughter don't ever let me catch u out here doing that.
Fast forward to the end of the movie he is day dreaming that his daughter is now a crackhead.
