A regular scanner wouldn't be able to intercept an encrypted radio channel. You could use an SDR, or software defined radio and try to bust the encryption to decrypt the channel and eavesdrop but that would be difficult to do depending on the algorithm used. SRD is good at intercepting GSM comm's though, so if it is a frequency on the GSM band it could be done.
