thread has to have at least 15-20 votes to throw a thread in the bushes, that will stop the influx of garbage threads since the rep button is gone

It would just get abused.
Drake stans would have all Kendrick threads removed and Kobe and bron stans would send all heat and Laker threads away
Xbots would have Playstation threads removed and 3cepts would send all Xbox related threads to the graveyard
