Oh, Cena? Honestly, who the hell knows. I've heard everything from "it's legit" (unlikely) to "they don't test certain guys" (obvious in certain cases) to "they test everyone, but will throw out certain guys' tests" (certainly could be the case). But if he's on HGH or has a legal script for steroids, it wouldn't matter whether they tested him or not, not to mention the myriad ways to beat drug tests revealed by cases such as Lance Armstrong's.
