Can you be considered an 'elite' offensive player if you shoot 40%?

I had this debate with some clown last night.
I told him, idc or give a fucc, if you shoot 40%(41,42) then i dont consider you an elite scorer.
You may be a good scorer, very good, whatever but you're not elite.

nikkas who can average 30ppg on 45% and up is what I consider elite level scorers. You can tell the difference between them and the ones who shoot 40%. Its clear ass day
