Yes, you can. You would have to learn to like or give off the appearance that you enjoy being around people. I was always friendly, but in 2005 I read How to win friends and influence people by Dale Carnegie and it changed my life forever! I believe the audio book is on YouTube. The whole premise of the book is make other people feel like they're important too and it'll open all kinds of doors for you. Obama did it for people of color and Trump does it for white supremist. It's a universal principal.

I'm ugly and I developed charisma later in my childhood.
Everyone I know tells me I'm one of the most charismatic people they've ever met. I light up every room I'm in and I make friends very easily.
Maybe I had other traits that were conducive to developing charisma but I certainly didn't have it until I was like 13 - 14.

No, but wit and rhetoric can be developed by just talking and debating/arguing with friends.They kind of replace charisma, only difference being a person with charisma ultimately outshines you in a room.
