its the media

play in a obsessed mad hockey market where every single thing you do will be on the front page or talked about, and pay higher taxes and crappy winters (except vancouver), where everytime you go out fans will criticize you or want autographs etc.

or play down south or in america where you are like the 4th biggest sport, can live by the beach, no one bothers you, taxes are low, not constant fodder

and the nba does not fly under the radar in toronto, toronto is a city of nearly 5 million people and the raptors fan base is MASSIVE and INSANE

people like playing in toronto because its a great city prob one of teh top 5 cities in the nba to play in and rasie a family

no harsh winters
barely a blip on the radar
can go out shopping/clubbing/to the beach every day and no one knows who you are or cares.
