I always took it as him shouting them out. Not him saying they were wannabe’s, but a shot at other crews that wanted to be like those two. Could be wrong though.

It was actually 3 crews he shouted out. He mentions Ruckus Click (Smoothe Da Hustler, Trigger Tha Gambler, D.V. Alias Khrist, Rhyme Recca, and a two other cats whose names escape me at the moment, but those were the main members) right after that when he says "Ruckus a whirpool in the rap entourage."

I never hear anybody mention them but they were one of my favorite 90s crews. Rae and Ghost shouted them out on MGM off Wu-Tang Forever ("Smoothe and them walked in....Brownsville representin' "), they were on Shyheim's second album on "What Makes The World Go Round", and Rhyme Recca is actually a Wu affiliate himself, so he repped both crews. So Cappa definitely wasn't dissing them.
