I think it has something to do with drivers being so shytty in russia that its just common practice for liability purposes to have one in case of a crash. Something like that I can't remember off hand but yeah lots of them have cams.
also there is a lot of fraud involving people intentionally causing accidents andpedestrians throwing themselves in front of a car to make money.
