I agree with you up to this point. He stares down his receivers, doesn't anticipate receivers (i.e. he hesitated in the red zone) and rarely step ups. While these tendencies may simply reflect a lack of playing experience, they are worrisome from a NFL potential standpoint. The jury is still out on Cardale Jones.
He rarely steps up? How many times he stepped up in the pocket in this video? Juts because he ran and didn't throw it doesn't mean he's not stepping up as you say.
He doesn't anticipate receivers? In three games he didn't have to do that much because he located 1 on 1 match ups and has uncanny downfield accuracy.
He stares down receivers? No he doesn't... well, not to the point you can label that as a weakness. He made several throws on second reads and displayed deft touch in the second level of the secondary.
