The bottom line is that the evidence is there to conclude that he is a juicer. Namely; all of the top sprinters have juiced; Jamaica has had multiple runners fail drug tests, including Bolt's training partner; Jamaica's entire drug testing board quit and they cited the lack of drug testing as the reason that they quit.
The evidence is there just like with Lance Armstrong, who never failed a drug test in competition. The USA and British sports authorities know that he is doping, because their athletes dope; so you just know that they have kept his samples until they can learn what he doped with.
