He is from Baltimore. He lived in Brooklyn early on in his life, but that guy is Baltimore. Its why he has a West Baltimore tat and not a "BK" tat.
He's still a Brooklyn native and has vivid memories growing up here. What's the issue?

Me asking whether or not people up there have driveways is a stupid question? We have driveways where I live. It comes with the houses we purchase. Just curious
To answer your question it's extremely rare. Unless you live in a luxury building with its own parking facility you not gonna find it. That's why that place makes so much in parking tickets.
