The percent of Black people isnt changing relative to the total population. The absolute number of Black people is greater in 2020 than 1960 though. Cause the population is greater now than then. So for the percent to stay the same, the Black population has to grow with the US population... strangely enough, we have grown at the same *rate* exactly (mathematically necessary for the percent to stay the same over time)
