French people are notoriously racist. A French man created Planet of the Apes.
I saw the movie as something anti-racist, and not a role-reverse (the Apes are completely something else, and the humans also involve that black astronaut). I'm not convinced it's anti-black especially since the whites aren't portrayed in a positive light (with examples like "humans" being the cause of thEarth up.)
But I haven't looked into this franchise too much and the book/original intent could be racist.
People claim that Charlie is just lampooning right-wing opinions and exaggerating them to show how hateful they are, and the magazine itself is actually left-wing. (For example: The monkey drawing of a black politician has the French racist party, National Front's logo next to it because Charlie is telling you that at least one member from that party made a joke about this.)
This is basically just like Stephen Colbert making a ching-chong joke when the intent was to make fun of some supposedly anti-Asian group. And like The New Yorker having a cover with Obama in Taliban clothes trying to parody Republican's conspiracies. In short: shyt execution.
Great article that explains but also criticizes them.
