Putin literally made a deal with the devil to put this guy in power. Russia was having a horrific time with ultra-violent revolutionaries who were calling for Chechnyan independence, there had been massive terrorist attacks, so finally Putin made a deal to put one of the warlords themselves in power, to act as his personal bulldog and keep the other warlords in line while letting the Chechnyans feel like they had won something.

So half the time Kadyrov acts like Putin's personal stooge and ultimate loyalist, the other half the time he runs his own criminal gangs all over Russia and does other things to piss Putin off and Putin can't do shyt about it because he's scared of how close he already came to failing in Chechnya.
