Prison is supposed to rehabilitate, not punish. Your freedom is taken away until it's believed that you can function normally in society then you're let back in. You don't magically become some sort of vicious animal once you've committed a crime. In the US, it's a business and one that feeds on the masses believing that criminals are the scum of the earth and should be stripped of the chance of ever becoming a productive member of society for a mistake they've made in life. When one commits a crime it becomes a "Throw his ass under the jail" mindset instead of a "What can we do as a society to prevent or lessen these sort of crimes" ..The mindset of the prison chief alone should set off alarms. Look how it's working out for Norway.. Me lie, women lie, numbers don't.
