Hopefully someone has already said this, but what they should do is de-criminalize it first. Legalization will cut out the mom and pops because they will not have the selection that a licensed shop will have. A lot of small dealers will only have a few selections, esp. where I'm from. But as long as the weed gets the customer high, they're good, but they basically have to smoke what the dealer gives them. Legit shops will have dozens if not close to 100 different strains of weed. Like a couple of posters have said, street dealers would have to cut prices by a lot, especially if they're only selling 1-3 different strains.
