The Chick-Fila in Fredericksburg VA came up with the Honey Roasted BBQ in their store. They've kept it in big vats beside the ketchup since the early 90s. It became so popular the franchise made it nationwide.

My guess is the YUM company which operates KFC/Taco Smell and other fast food franchises has the Tri States area on lock- im sure they grease officials wallets to make sure no outside competitors invade their turf

The process to start a location requires a lot work corporately and from the operator. You can't decide to open one purely for revenue generation.
