It's much more difficult than that. Special teams IS targeting. shyt even a pulling guard is targeting. It's a fundamental part of how we're taught how to play special teams. It has to be regulated out, but it also has to be enforced at the local level via coaches.

I used to live for that shyt. Every kid that played kick return or punt return lived for that shyt. Being told to "form a wall" on a kick/punt return meant, "as you're running to get in position to form the wall, if you see a defender focused on making a tackle downfield, and he doesn't notice you, and you're not in a position to be called for clipping, LIGHT THAT MUHfukkA UP." That is how we're taught to play the game. Playing special teams is the wild wild west :heh:

these high schools regardless of cost really need to have doctors giving kids full exams from xrays to blood work to detect what's going on in these young kids bodies
regardless of cost? Who is paying for that? Schools can barely afford equipment let alone full health work ups on every player
