This was the petri dish that helped make the crack epidemic explode, the government put a lot of people in a very small environment. People tried but it was built to be a toxic environment,

They aired documentaries like this for most big cities in the 1980s. Bill Moyers did one about Newark,NJ.
If this one sticks to the same script, they will mention the Moynihan Report at some point.

As someone whose parents come from a third world country I fully do not support foreign aid.
