I agree and disagree at the same time. The streets USE to be a grid system. Especially in Chicago. Its a free for all now. No structure whatsoever. And to support my position, thats the reason it was a cry to release Jeff Forte and Hoover to bring back the structure. And yes, in the midst of the 800-900 murders in the 80s and 90s, there was a rhyme and reason to it.

I think you both are misinterpreting what he meant.

He meant, it isn't/wasn't their fault their environment is the way it is. That does not absolve them of their own unconstructive actions. They still have an obligation to do the best they can given what they have and can control in life.

I meant "street" in geographical terms.

In hood terms, that's a whole different story altogether. They are beefing with people on the same block

Chicago has had a steady increasing Hispanic base for a while now. It was like the great migration for Mexicans in the late 80s and all the 90s. Plus they are the majority in some Chicagoland suburbs too (berwyn, Cicero, melrose park, etc).
