Since you are referencing the article, The article clearly says in the first line that 3 people were shot, 2 of them were innocents - women accompanying him. People are slow - the fact that you needed to explain this when it should be common sense. There wasn’t a medical doctor on scene to call his death. They waited for an official doctor on call who had the license to do so. Doesn’t mean he wasn’t dead at the scene; he had to be transported and the call was made by the doctor on duty at the hospital as a DOA .
