I just checked. Owning and wearing a "ballistics vest," in Chicago is entirely legal. Same in pretty much all cities.
However wearing it in commission of a crime, or by a convicted felon is illegal.

Cats buy a whole bunch of guns, like that will help if someone gets the drop on them right away.

Some of the older smarter dudes have them, I know Kemo does. but the problem is 1) if you have a felony and get caught, you're doing 3 years min. 2) these nikkas are getting hit in the head and legs mostly. not much a vest will do for you.

Unless they want to walk around all day with a couple of 10 lb ceramic plates covering their chest and back... .223's & 7.62's are sailing right thru ALL vests that don't have ceramic plating.

And if you shoot a non-plated vest enough times with most calibers 9mm & up it'll break apart.
