I don't think my child would ever act like that if I had one. That's something a 2 year old would do. She's clearly older than that.

If they did that at that age, I would probably just ignore them. You can't spank your child in public these days. I don't think she's spanking her in private either, if she was, then she wouldn't be acting like that.
